I have the honour to report that Messrs agents inform me they are only authorized to pay up to the 31st March, and it seems that my certificate gives the date as 4th April always. I have been paid my salary up to the 31st March, and it is only my new salary that is in dispute.

As this will probably necessitate a reference to Hong Kong I have the honour to ask if I may be permitted to draw the disputed amount in the meantime, on the understanding that I undertake to refund it if required by the Secretary of State for the Colonies.
